Item Democratisation and local government transformation in South Africa : a case study of Maluti district, 1995-2005.(2010) Appiah, George Wiredu Kwadwo.; Simelane, Hamilton Sipho.; Amtaika, Alexius Lambat.Since the dawn of political independence on the African continent, most governments have failed to properly develop systems of local government. In many cases efforts have resulted in mere tokenism, and in most cases failed experiments. South Africa is an exception. With the assumption of political leadership in 1994, the ANC government committed itself to a programme of restructuring the racially exclusive and compartmentalised local government systems at the time. The emphasis was to be on eradicating the effects of apartheid. Considering the debilitating aspects of the past political landscape, it was understood that democratisation and transformation would be a long process and not achievable overnight. The ANC government's commitment to restructuring local government was based on a trajectory of transition or developmental theories. The creation of more political space through Civil Society Organisations (CSO) was also promoted. With the introduction of the White Paper on Local Government in March 1998 it was agreed that it would serve as a blueprint for DLG (Developmental Local Government). The latter was also to focus on improving standards of living for previously disadvantaged people. The objectives were to be achieved through decentralisation and the devolution of power. There was to be a shift in approach from ' tier' to ' sphere' . The writer examines the importance of DLG and its ability to fulfil the demands and needs of local communities. The writer further examines the challenges that face DLG, namely administrative difficulties and unethical practices. Millions of rands are recklessly dissipated and siphoned off through dubious tenders. There have also been some measures of success, and these are noted. The writer comes to the conclusion that although institutional structures and mechanisms are in place to support service delivery, they are not responding effectively to community needs and demands. Local communities are still casualties in the ongoing processes of democratisation and transformation.Item The role of the military in the political conflict in Lesotho : with special reference tot he 1998 failed coup d'etat.(2005) Moremoholo, Ephraim.; Amtaika, Alexius Lambat.The central argument in the thesis is that lack of professionalism within the military establishment was the leading factor for coups in the politics of Lesotho. Other sources of military involvement in the politics of Lesotho include the following: Firstly, the rivalries for power within the military establishment and between the military and the ruling government. Secondly, the desire of the military to transform the country from political and economic decay by the civilian government and the leadership of the military. Thirdly, the involvement of foreign states and organizations such as the Republic of South Africa (R. S. A), Zimbabwe, Botswana, countries of the Eastern bloc, Nigeria, India, China, the United States of America (U. S. A) the Southern African Development Community (S. A D. C.), the United Nations Development Programme (U. N. D. P.) and the Commonwealth in the internal affairs of the country thus preventing or motivating coups in Lesotho. Finally, the failure of the civilian governments to demobilize the civil society at large and the military which were war-oriented during the Basotho National Party (B. N. P.) and military dictatorships respectively (1970-1986 and 1986-1993). Although the struggle for power among the political elites in Lesotho dates as far back as the country's independence in 1966, the military was never affected by these politics until its indoctrination into politics by the BNP government after the 1970 general elections. Because of the politicization of the military, recruitment and promotions within the military were determined/influenced by politicians. Another criterion for entry of the military officers into the armed forces and their upward mobility was nepotism. This motivated the officers who were sidelined during the process to rebel against the ruling government and the leadership of the military. As a result, the political and economic institutions of Lesotho were weakened and unstable as the resources of the country were spent on military weaponry, setting up militias and rewarding the soldiers who were loyal to authoritarian rule in Lesotho. Simultaneously, the country experienced low levels of economic productivity as national resources were misappropriated, embezzled and used for personal enrichment by both the BNP and the military junta. Similarly, when the civilian government came to power in 1993, it was interested in power consolidation. This motivated similar demands by the military due to the political influence by opposition parties that were hungry for power. With the transition of the country to democratic rule in 1993, the civilian government was faced with the problem not of its own making. It had to deal with the military which was heavily armed and deeply divided along political lines. As a result, it was impossible for the civilian regime to control and transform the institution to adjust to the principle of neutrality of the soldier in a democratic dispensation. Consequently, the Basotho people in general and their democratic governments, namely the Basotho Congress Party (B. C. P.) and the Lesotho Congress for Democracy (L. C. D.) had never enjoyed the fruits of civilian rule. Since 1993, the military had the capacity Ipower to intervene against a civilian regime. Therefore, it became a major source of instability in Lesotho. For example, the junior military officers were actively involved in the 1998 political crisis.Item The role of tribal authorities in a democratic KwaZulu-Natal.(1996) Amtaika, Alexius Lambat.; Lawrence, Ralph Bruce.This thesis attempts to define the role of tribal authorities in the structures of the democratic government in the South African province of KwaZulu-Natal. However, the major difficulty lies in the nature of the institution of tribal authorities itself. In African tradition, leadership is hereditary. It is not subject to any electoral process. Besides this, the hereditary process is fundamentally male primogeniture and by nature excludes women. This contradicts the principles of democracy and the bill of rights which the democratic government of South Africa has adopted. Nevertheless, the institution of tribal authorities is not new in South Africa. It has existed and worked hand in hand with previous governments in South Africa since the period of the British colonial rule in the early 19th century. During the apartheid era, tribal authorities served as the local government in the rural areas of the KwaZulu Bantustan. Chiefs only lost this status after the formation of the Government of National Unity in 1994. However, most chiefs still have great influence and respect among the traditional people who live in rural areas. Besides this, among the Zulus, the institution of tribal authorities symbolizes Zulu nationalism and culture. Because of their closeness to the people at the grassroots, chiefs have good relationships with different political parties, particularly the Inkatha Freedom Party and the African National Congress. Probably they are seen by these political parties as potential allies and agents for political mobilization and recruitment in rural tribal areas. Consequently, abandoning the institution of tribal authorities in the democratic dispensation is unrealistic and irresponsible. To meet the political realities of KwaZulu-Natal, a certain form of representation in the structures of democratic government at both the provincial and local levels needs to be given to the institution of tribal authorities as part of the democratization process, and also as a means of expanding the scope of democracy in rural areas. This also fulfils one of the precepts of democracy which entails including all the concerned groups of people in a society, irrespective of colour, creed, sex, race, tradition and culture. Nevertheless, to achieve this, some adjustment is necessary to make possible the incorporation of the institution of tribal authorities in the structures of the democratic government. How can this institution be accommodated? What will the status and position of chiefs be in these structures? What will be their new role? How well can democratically elected structures work with non-elected ones? Is the inclusion of tribal authorities in the democratic government not going to conceptualize ethnicity? In other words, does ethnicity have any room in South Africa's democratic dispensation? To address these questions, this thesis assesses a number of aspects, which include examining the role chiefs played in the previous government, their relationships with the people, the Bantustan government and Inkatha Yenkululeko Yesizwe, and other political parties especially in the democratic dispensation. The thesis also examines legislation passed by the Government of National Unity, as well as the constitutional proposals of the Inkatha Freedom Party, the African National Congress and other political parties in the provincial government of KwaZulu-Natal concerning the role of tribal authorities.
