John.No abstract available.Item The politics of co-optation and of non-collaboration.(1991) Zulu, Paulus Mzomuhle.; Morris, Michael.; Schlemmer, Lawrence.Since the outbreak of the Soweto uprising in 1976 there has been a noticeable change in the thinking of the South African government. This change has been evident in the departure from classical Verwoerdian apartheid to reform apartheid where the state has increasingly undertaken a programme of restructuring of political positions. The main strategy has been to co-opt blacks into statutory bodies such as the homelands, the tricameral parliament and town councils. In response to this shift in policy, blacks have intensified resistance to reform apartheid by forming a number of "extra-system" organisations which have constituted the extra parliamentary opposition. Co-optive reforms have not been limited only to the political sphere, a number of social and economic measures intended to accommodate 'qualifying' blacks have also been introduced notably by the private sector. For instance, private corporations have attempted to 'deracialise' positions at work by instituting 'black advancement' programmes to integrate the workforce and allow for occupational mobility across all races. Further, there has been a measure of relaxation in the social sphere: petty apartheid in the form of restrictions on mixed audiences in places of entertainment has been abolished, the Immorality Act and the Mixed Marriages Act are no longer on the statute book and private schools as well as white liberal universities opened their doors to black pupils and students. The main objective of this thesis has been to establish how the African elites who qualify as the 'main beneficiaries' of these changes react to reform. The thesis is, therefore, a reflection of the attitudes of 93 respondents selected from the professional and managerial ranks, community leaders and opinion-makes in the Pretoria-Witwatersrand Vereeniging Complex in the Transvaal, the Durban-Pietermaritzburg region in Natal, and from the Eastern Cape. This almost covers the main urban metropolitan complexes excluding the Western Cape and the Orange Free State, and therefore, almost represents a national survey of African elites. Findings drawn from the data indicate that, in the main, African elites reject co-optation as an avenue of inclusion into the 'centre' of power primarily on political grounds. In the views of the majority of the subjects in this thesis, the solution to the national question is critical to any strategy of accommodation, and this precedes any other arrangements - economic educational etc. This 'primacy of the political' refutes any suggestions that a subordinate group may be won over through economic and status rewards without attending to the basic issues of human rights which are, in essence, political. Secondly, the findings demonstrate that co-optation as a hegemonic, strategy has not achieved the intended objectives. It has failed to legitimate a process of elite incorporation in spite of derived status and power that accrue to the beneficiaries as individuals. The subjects aligned themselves with the extra-parliamentary opposition as ideological opponents of apartheid including reform apartheid both in terms of policy and strategy. The thesis ends with three scenarios. The first postulates the failure of co-optation as a strategy and examines the possibility of non-collaboration as a successful substitute. This is, however, not possible in the immediate future given the power of the state on the one side and the weaknesses on the part of the extra-parliamentary opposition on the other, particularly at the level of organisation, and discipline as well as the capacity to deliver the requisite material goods and services to the masses. The second scenario projects a situation where co-optation succeeds. This is, again, a difficult scenario to realise given the massive opposition against the present state and the inability of the South African government, as is presently constituted, to address basic issues of human rights, issues which lie at the bottom of the present crisis. Finally, the remaining option is that the stalemate continues but with the possibility that both the present government and the extra-parliamentary opposition seek ways to reach workable alternatives as is crystalised in the pre-negotiations that are presently taking place.Item The transformation of local government in Kwazulu-Natal.(2000) Polunic, Jacqueline.Many African countries have embarked in the process of decentralising the decision making process to local bodies. Decentralisation is an ambitious and a difficult goal for countries such as African ones, that suffer from a lack of resources and a tradition of dirigism or centralism. In the context of the current African State crisis, devolution of power to elected bodies closer to people (decentralisation) is considered to be one of the answers, which can promote democracy, increase the legitimacy of the State and bring development. Decentralisation in South Africa is all the more interesting because what is at stake there , is the rehabilitation of the State and the creation of a South African identity through a democratic praxis. Because of apartheid, South Africa has been a puzzle of territories and identities. The State apparatus with all its bodies (including the other spheres) has to make out of each South African a South African citizen . It is at the local level where problems are concrete and where communities are divided because they belong to a specific area. It is at the local level that a South African citizenry will emerge (or not), through the consciousness of the inter-dependence which exists between the groups. So, studying the decentralisation process in the 90s in South Africa, is looking at a country trying to (re)invent by itself; new ways of creating a nation , a citizenship, a sense of common belonging, through economic development, symbols; popular participation etc. In KwaZulu-Natal, the extent of the transformation of local government during the past 6 years has been impressive. New territories, new councillors, new organisation of the bureaucracy, new consultation processes and an emphasis on the disadvantaged, all these are necessary conditions to address global needs and create a sense of local citizenry. But in practice, there is always a limit to the capacity of adaptation of minds and systems to novelty. After 6 years of turmoil , one can reasonably say that the framework is set up but that councillors and officials have still to find their place in the system. They have to define their respective roles. But what is even more important, they have to integrate the " revolutionary" meaning of decentralisation and try to apply their minds to changing the structures they are heading in order to enable significant interactions with the population, a coherent development of their jurisdiction and their hinterland and an identity which goes beyond divided interests. Besides, local councillors have to become real sources of authority and have the courage to find their place amidst other spheres of government, competing powers and people who have technical knowledge. They have to frame strong policies backed by their constituencies. If not, local government will only become a place where conflicting interests reconcile, and not a source of power on its own. S.This study examines the quantitative aspects of the demographic characteristics of the Indian population of South Africa over a period of one-hundred-and-thirty years, from 1860 to 1991, within the framework of demographic transition theory. It informs us about a distinctive group of people within a country of mixed races and presents a hitherto uncollated historical account of the demographic changes of a small, specific, minority group, in a racially mixed society, within a developing country. Its emphasis lies in tracing the historical evolution and development of a demographically unbalanced population to one that today may be regarded as falling within the general demographic classification of an 'ageing' population. It is set within the framework of demographic transition theory and a discussion of the formation of this theory and its usefulness today is included in this work. Changes in the vital rates of mortality and fertility are examined in detail and an in-depth look is taken at changes in the age and sex structure over time. Apart from a detailed account of the patterns and numbers of indenture during the years 1860 to 1911, the core of the analysis is contained in three major chapters dealing with population structure, mortality and fertility. The bulk of the primary data was obtained from the results of twelve censuses between 1891 and 1991, inclusive. During the relatively short time-span of Indian settlement in South Africa, considerable demographic changes have taken place in this population. This study traces the progression of the population far beyond its original, unbalanced structure, which arose from the practice of indentured labour. After this practice was abandoned, growth and structural change took place almost entirely by natural increase, the balance of births and deaths. The population passed through the youthful, expanding stage of development to a structure that today resembles, in many ways, those to be found in most developed, industrialised countries of the world - with a slow rate of growth, a decreasing proportion of children under 15 years of age and an increasing proportion aged 60+ years. The social and economic challenges which face the Indian community today are very different from those encountered in the previous 130 years of settlement in this country and can be directly related to the extensive demographic changes that have occurred over this period. These demographic changes and their occurrence over time form the essence of this treatise.Item Social exclusion as a barrier to poverty reduction : the case of Basarwa in Botswana.(2003) Nyathi, Morris Dickson.; May, Julian Douglas.In most developing countries the characteristics of the poor go beyond the traditional definition of poverty. Whilst the latter broadly refers to lack of access to material resources, there are other factors that are linked to poverty. This thesis identifies one of these factors as social exclusion which is suggested as a barrier to poverty reduction efforts. Drawing from the experience on the concept of social exclusion as developed in the north, and extended to some countries in the south, the social exclusion framework is applied within the context of a country in the south, namely Botswana. The thesis investigates the operation of social exclusion within the Basarwa minority group in the country, by identifying the appropriate mechanisms that drive social exclusion, describing the processes of exclusion, and delineating its characteristics. This is done within the context oftesting the proposition that social exclusion is one of the factors linked to the persistence of poverty. Noting that persistence of poverty is conventionally attributed, among others things, to shortfall in education and skills, lack of opportunities and capital or land, the thesis investigates the root causes ofthese factors in as far as Basarwa are concerned. It is argued that such shortfalls and failure to obtain adequate resources are due to exclusionary processes operating at two levels. The major findings are that the concept is multidimensional and that the target group faces exclusion in political, socio-cultural, economic, spatial and legal terms. This exclusion operates at the national and local levels. Owing to this multiple exclusion, Basarwa generally face difficulties in escaping poverty, with the older generation being the most affected. Social exclusion is a barrier to poverty reduction because it makes it difficult for the Basarwa to obtain equal and satisfactory access to opportunities, assets, and resources available in political, economic and social fields of society. The thesis offers some policy suggestions about how to reduce social exclusion.Item Sustainable private sector participation in water supply and sanitation : an investigation of the South African experience with international comparative case studies.(2003) Maharaj, Aman.; Padayachee, Vishnu.This thesis is a case study investigation of the sustainability of private sector participation in water supply and sanitation in developing countries, with a particular emphasis on South Africa. It is essentially an empirical contribution, which adds to the body of literature pertaining to the privatisation of water supply and sanitation services in developing countries. South Africa, like many developing countries, faces a significant challenge in providing a sustainable water supply and sanitation service to its citizens. It has a vast water supply and sanitation infrastructure backlog, because of the previous apartheid) government's minimal attention to the basic service needs of the African, Indian and Coloured people. This lack of basic services has had a negative effect on people's health and their basic living conditions. The traditional delivery vehicles for water supply and sanitation delivery in South Africa have been its municipalities. After the demise of the apartheid government, the democratic national government restructured these municipalities under various. processes. They merged neighbouring towns and villages, which incorporated former rural areas to achieve economies-of-scale. The intention was to ensure service delivery to the previously disadvantaged, through a mechanism of cross-subsidisation from the affluent to the indigent. However, these newly-demarcated non-metropolitan municipalities, still do not have the finances to extend the water supply and sanitation infrastructure network to rural areas within their jurisdiction. They also lack the good credit ratings to borrow funds from banks to finance new water supply and sanitation infrastructure. The rural population also has low abilities-to-pay for water supply and sanitation services. With total basic infrastructure backlogs estimated to exceed R270 billion in South Africa, the challenge to all tiers of government is considerable. Just rural water supply and sanitation over the next ten years requires R13.5 billion for the financing of new and rehabilitation of old, infrastructure. Faced with this dilemma, national government has attempted to resolve it by following the route taken by other developing nations, that is, by seeking the assistance of the private sector, National,provincial, or access to it. and some local governments argue that it is only the private sector that has the financial resources to fund this infrastructure backlog. To facilitate this change in service delivery vehicles. national government developed legislation to create an enabling environment for the entry of the private sector in the arena of water supply and sanitation provision. This transition has occurred with significant controversy and opposition. Many opponents to any form of privatisation base their argument on privatisation's fundamental drivers not being aligned with the goals of a development state. In the South African situation, these opponents include some organised labour trade unions, researchers, and labour-based research organisations. With firm pressure from this antiprivatisation coalition, private sector participation in water supply and sanitation services has been significantly staggered or impeded. Whilst this study provides evidence that this case of privatisation is not sustainable in the long-term, which is in agreement with this anti-privatisation coalition, the reasons underpinning the conclusion of this study, differ significantly from those of this coalition. The arguments that underpin differences in the opposition's views and this thesis are analysed throughout the rubric of this study. Three elemental constructs underpin the theoretical framework of this study. These constructs are compartmentalised into the nature of public goods and their natural monopoly status, the efficiencies of privatisation and its relation to ethics. and globalisation issues specifically dealing with the roles oftransnational companies. The study will show that the transfer of water supply and sanitation service delivery to the private sector in South Africa has not been sustainable due to various factors. These factors are investigated through the medium of empirical and case study analyses at a national and global comparative scale. Factors investigated include the reasons behind the privatisation, its transition period and procurement of public and other stakeholder buy-in to the change in service delivery, the role that the state has played in providing the enabling environment for privatisation, and the effectiveness of the opposition in delaying or impeding the pace of privatisation. The study also reveals that pilot projects have a special status and access to greater institutional support, which might facilitate its success. This extra attention might not be realisable in successive projects. Factors underpinning a successful privatisation include issues of efficiency, regulation and financial issues. These are also investigated within the rubric of the empirical and case study analyses. The impact of globalisation and the role of transnational companies with apparently "new technologies" and foreign direct investment, which pervade water supply and sanitation privatisation in developing countries, are also discussed. The case study examinations also provide evidence that in the South African situation, these apparent foreign technological innovations have yet to be confirmed. For South Africa and the other developing nations, the foreign direct investment has also been minimal in comparison to the profits that leave these host countries from the water supply and sanitation sector. The primary case study that underpins this research is the pilot project test case for the South African national government, the Dolphin Coast concession in its Kwazulu-Natal province . A comprehensive investigation of this concession provides evidence of the project's commercial failure. However, the concession remains in the hands of a private sector operator, due to the municipality controversially renegotiating the terms of the contract to facilitate the concession's continuity. This "municipal intervention" trend is noticeable in some international case studies. The English privatisation case is also investigated to provide a contrast between privatisation in a developed nation and a developing one. It also provides an insight into the facilitative environment of the English privatisation case, as compared to that of developing nations. The English privatisation, although not without controversy, was a decision taken by the government on efficiency grounds, whilst developing nations have taken the privatisation step based on reasons of infrastructure deficiency and a lack of finance. Essentially, the former is a push factor, whilst the latter has been a pull factor. This thesis includes a case study investigation conducted at the World Bank in New Delhi, India, which provides evidence of the opposition from state bureaucrats to privatisation in India. This serves as a contrast to the organised worker opposition in South Africa, and highlights some of the differing impediments that face privatisation attempts in each respective country. It shows that the reasons underpinning the opposition to privatisation in developing nations facing similar crises are, in fact, dissimilar. The study also investigates the success that can be achieved through the economies-of scale of a public sector utility in South Africa, shown by the Umgeni Water case study. This is essentially a public agency that has corporatised5 along business principles and employed economies-of-scale to become a successful example of public sector water supply and sanitation provision in a developing country. Cumulatively, this study provides evidence that, in South Africa, the transfer of water supply and sanitation services to the private sector is not sustainable without some degree of state intervention. This is especially evident in cases where there are no economies-of-scale to be exploited, and a lack of affluent people to ensure a critical degree of payment of tariffs or cross-subsidisation to the indigent. In effect, by transferring these services to private hands, this would serve only to postpone the eventual lack of sustainability that these services are currently experiencing in public sector hands. The evidence reveals that the privatisation of water supply and sanitation services in South Africa is not a commercially viable option in the long-term, under the normal mechanisms of supply and demand of the market. Concomitantly, the South African national government and its municipalities are faced with a new dilemma. The private sector can provide immediate sources of financing for urgent water supply and sanitation infrastructure development that cannot be similarly procured from limited state funds or other sources. Considering the urgency to provide water supply and sanitation infrastructure, because of the health-related effects that no access creates, privatisation, with strong regulation, may be a more amicable alternative to the current financial restrictions on municipalities, until a more comprehensive and sustainable solution is found.Item Gender equality in the higher education arena : a public policy perspective.(2004) Tudge, Rajie.; Mantzaris, Evangelos Anastasios.International research has shown conclusively that the struggle for employment equity and gender equality is a major challenge to both the private and the public sectors. In South Africa, with the legacy of colonialism and apartheid fresh in one's mind the question of gender equality and equity has been debated thoroughly both in academic and other intellectual forums as well as in political platforms. The reality is that both the elements of equity and equality in terms of gender are elusive in terms of actual implementation in South Africa. The present thesis is a policy-oriented examination of the process and implementation of gender equity at a "Historically Black Institution", the University of Durban Westville, which in 2004 will join the University of Natal to create the University of KwaZulu Natal. It is thus, a case study of the implementation of existing legislation associated with affirmative action and employment equity. The thesis recognises the reality that women in South Africa face a great number of challenges because they still lag far behind in the equity stakes at all levels of society and economy. This reality is based on a number of macro and micro roots and present circumstances. Thus one of the reasons for choosing UDW as a case study was to uncover such reasons and roots, examine and analyse their dynamics and draw significant lessons. This was because UDW had led provincial and national struggles for transformation for many years. UDW staff, for example, was in the forefront of the creation of UDUSA and its relentless efforts for transformation in education, before and after 1990. The concepts of affirmative action and gender equity are examined in their national and international dimensions in the literature review. As affirmative action has its supporters and detractors, the debates were examined in their social and historical contexts. The various theories and societal applications of the quota and target strategies were touched upon in this section of the thesis that utilised both international and national literature as its guide in the understanding of the dynamics of a much debated, disputed and challenging phenomenon. The post-1994 South African legislation that made gender equity and affirmative action an inseparable ingredient of the new democracy was examined in direct relation to the measures, rules and regulations that inform public policy on these phenomena. The Employment Equity Act and the Skills Development Act were scrutinised in order for the reader to comprehend their vital role in the shaping of new relationships and societal and legal dynamics. The relevant historical and recent South African literature dealing with gender equity was examined in order to give the reader the picture of the debates and viewpoints that informed the process from apartheid to the post 1994 period. This section acclimatised the reader with the various initiatives and forums that were to become the stepping stones for the policy strategists of the post- I 994 Department of Education. The empirical component of the thesis was based on both comparative quantitative and qualitative methods. Primary documents related to human resource realities at UDW were analysed. There followed a thorough scrutiny of the "3 Year Rolling Plans" of the University, i.e. the official documents that unveiled the strategic initiatives of its leadership to implement affirmative action and gender equity. Additionally, the empirical, mostly qualitative analysis of a large number of interviews of key stakeholders and role players, revealed a set of social, historical, administrative and political dynamics associated with these processes. In the pursuit of the empirical realities characterising gender equity at UDW, the following hypotheses were formulated: Although there were affirmative action initiatives there was a narrow focus on race that excludes gender equity as a powerful ingredient of equity within the institution. The participation of stakeholders and role players at UDW regarding gender equity initiatives was limited. The dissemination of information regarding major steps to address affirmative action and equity at UDW was restrictive. There were limited efforts to review and monitor equity targets and plans. The non-existence of gender-related forums, committees, monitoring and review structures was a major impediment in the achievement of gender equity. Gender equity never became a key priority area at UDW. Capacity building efforts at UDW for all levels of staff were limited 8. There was no tangible research or other such incentives for women researchers at an institutional level at UDW. Monitoring and review mechanisms to ensure the advancement of women to decision-making and leadership positions were non-existent. Following the empirical analysis, at both qualitative and quantitative levels, it was shown that all hypotheses were confirmed in their entirety. Some reasons for such a reality were identified in the study as historical legacies; apathy amongst staff in general; poor management and leadership, a lack of political will on the part of management etc. This seems a disturbing picture; however, it cannot disguise the achievements that several UDW constituencies have gained through their relentless struggles and continuous sacrifices. The new paradigm of transformation in terms of gender equity and equality cannot be based only on a number of legal measures promuigated by the new government. In fact, it is up to the leadership of institutions, stakeholders, and role players to ensure implementation of progressive legislative frameworks. There was change at UDW but it lacked solid policy guidelines, direction of energy, as well as the honest, continuous and active participation of all the stakeholders and role players. There was little evidence of well-coordinated cooperative efforts that could carry transformation forward. The legacy of struggle of UDW should not become a burden to the new institution, but its management culture and organisational dynamics could.Item Inflation in South Africa, 1921 to 2006 : history, measurement and credibility.(2007) Rossouw, Johannes Jacobus.; Padayachee, Vishnu.This study reports the development and use of an original methodology to measure inflation credibility, as well as the first results of such measurement in terms of an inflation credibility barometer. The barometer is an instrument measuring the degree of acceptance of the accuracy of historic inflation figures. Despite the lack of knowledge about inflation and the low inflation credibility recorded by this first calculation of an inflation credibility barometer for South Africa, valuable information about inflation is unveiled to the authorities. The research results serve as a benchmark, but cannot be compared to earlier research, as this study represents the first systematic measurement of inflation credibility in South Africa. The barometer yields better results than the limited current international measurement of perceptions of the accuracy of historic inflation figures. The barometer (i) reports the credibility of inflation figures as a figure between zero and 100; (ii) will highlight changes in credibility over time with repeated use; (iii) can be explained easily to the general public; (iv) provides for international comparison between countries; and (v) can be used by all countries. The use of inflation credibility barometers and changes in barometer readings over time can also serve as an early warning system for changes in inflation perceptions that might feed through to inflation expectations. Sampling results used to calculate a South African inflation credibility barometer show little public understanding of the rate of inflation. Owing to an increased focus on inflation figures in countries using an inflation-targeting monetary policy, central banks entrusted with such a policy should adopt a communication strategy highlighting the calculation and measurement of the rate of inflation. This study shows that no generally accepted international benchmarks for successful central-bank communication strategies have been developed, but the use of the methodology developed in this study will assist in the assessment of the effectiveness of communication strategies. This study makes three further contributions of significance to available literature on inflation in South Africa. The first is an analysis of price increases and inflation over a period of 85 years (1921 to 2006) and a selected comparison of salaries and remuneration over a period of 78 years (1929 to 2006). To this end data sets were developed for comparative purposes, thereby distinguishing between perception and reality about the accuracy of inflation figures over time. As this comparison has not been done before, a methodology was developed that can be used in future research. Based on these comparisons an inflation accuracy indicator (JAI) is developed for the first time. The research showed no systematic over or under-reporting of price increases, therefore confirming the general accuracy of the consumer price index (CPI) over time. As with the inflation credibility barometer, this methodology can be used internationally to confirm the accuracy of countries' inflation figures over time. This methodology can also be used by developing countries with capacity constraints in economic modelling and forecasting. The second contribution to available literature is the first analysis of South Africa's experience with inflation over a period of 85 years from the perspective of the central bank. This analysis highlights not only the difficulties encountered by a central bank to contain inflation, but also focuses the attention on the policy errors of the authorities in their quest to contain rising prices. The third contribution is an analysis of international and domestic initiatives aimed at improving the accuracy and measurement of inflation. The implications of these initiatives for developing countries are considered in the interest of a level international playing field between developed and developing countries.Item Exploring the challenges of implementing the rights-based approach to development : the case of the right to water in peri-urban Zambia.(2007) Horman, Chitonge.; Bukurura, Sufian Hemed.; Bond, Patrick Martin.Water is an essential element of life. On average, 60 to 70 percent of a human body mass is water . In order to perform its functions properly, it is estimated that a human body needs about 2 to 3 litres of clean water per day2. For this reason, access to adequate, clean and safe water is indispensable to achieving human well-being, and securing human freedom and dignity. Given the important role water plays in sustaining human life, enhancing human dignity, freedom and development, it has been widely submitted that access to clean water should be recognised as an inalienable right. Ironically, although water is a basic requirement for life, access to water has not been adequately proclaimed and treated as a human right, especially in domestic law. Other than the international human rights instruments, there are very few countries which have explicitly protected access to water in the national constitutions and other major pieces of legislation. Arising from this is the question of whether explicit recognition of the right to water makes a difference for people living without access to safe sources of water. The main argument persued in this study is that although explicit recognition of the right to water can make a difference in the lives of millions of people who have no access to clean sources of water, mere recognition of the right to water does not constitute a 'magic bullet' for the challenges of access to clean water. Realizing the right to water requires moving beyond mere recognition to deeper levels of commitment which includes taking appropriate measures and implementing them. Moving beyond mere recognition, in turn, requires adequate and responsive institutions through which the rights can be asserted, contested and effectuated. In this context, civil society constitutes an important component of the institutional set up through which the right to water can be effectuated. The importance of civil society in realizing the right to water lies in the fact that human rights are not just given on a silver platter, they must be asserted, sufficiently contested for, and claimed. While the deployment of a rights-based approach to issues of access to water is in its infancy stages, it is apparent from the evidence gathered in this study that the rights-based approach is weak in unlocking and hooking into the real-politik, despite its rhetorical strength. This study explores the challenges faced in implementing the right to water. Focus in the study is on processes that produce situations where the right to water is, first of all, not well recognized as a human right; and secondly, processes that lead to the right to water not being fulfilled for millions of people. What the Zambian case has revealed is that failure to ensure that people have access to clean sources of water is not solely a question of lack of or inadequate resources as the situation is often made to appear in conventional political discourse. There are multiple factors involved, including inappropriate management of processes, systems and resources, which often is a consequence of lack of political will and commitment. Given the nature of the issues under investigation, a multi-method approach, which is a combination of different research methods and strategies, has been employed. Field work for the study was conducted in three different peri-urban communities in Zambia.Item Ubuntu/botho culture : a path to improved performance and socio-economic development in post-apartheid SA : beyond rhetoric.(2007) Mapadimeng, Mokong Simon.; Sitas, Aristides.While the debate on the indigenous culture of ubuntu/botho in South Africa (SA) goes far back into the history as signified by Ngubane' s (1963 and 1979) works on the role of the ubuntu values in the anti-colonial and anti-apartheid struggle; in the last two decades or so, this debate has gathered even much greater momentum. This recent interest in ubuntu/botho culture could be attributed to the imminence of the collapse of apartheid in the late 1980s and the turn of the 1990s, and also the post-apartheid situation in which the SA society came to confront serious socio-economic and political challenges. Those challenges arose from the country's re-admission into the global world, which presented challenges associated with globalisation phenomenon such as the need to achieve economic competitiveness. They also were presented by the newly attained democratic dispensation along which dawned the urgent need to redress the apartheid-created injustices and to work earnestly towards the eradication of the past legacies such as racial inequalities and poverty while seeking to consolidate and jealously defend the still rather fragile democracy. Event much more recently, the debate came to form part of the current continent-wide sentiment that Africa should claim the twenty-first century and that all efforts should be channelled towards the renewal of Africa following the destructions and distortions caused by colonialism. Central to this debate in SA is the widely held belief and claim that the ubuntu/botho cultural values could be mobilised into developmental and transformative force. In particular, a strong claim is made that for SA to achieve competitive advantage in global markets, its development strategies should tap into the values of the ubuntu/botho culture. While few cases are cited as success stories indicative of ubuntu values positive influence on business management strategies in the workplace, often with the assistance of private consultants, these remain isolated and no any serious follow-up studies were conduced in order to assess the sustainability of such interventions. Thus, what is essentially missing in this debate, is a comprehensive indepth, empirically-based study aimed at not only assessing the validity of these widely held claims, but also at examining the objective conditions under which the ubuntu/botho cultural values can help in realising this role. Also critical and missing is the need to possibilities/opportunities and potential constraints to ubuntu/botho culture's ability to fulfil this role. Often these debates lack any serious theoretical basis or comparative references on which to justify their claims. Further, there is seldom any attempt to locate the debate on ubuntu/botho culture in the wider context of the debate and research in the African continent around questions of traditional cultures, thought systems and development and progress. While the present study approaches this debate in such a way that the gaps highlighted addressed through extensive review of literature, it however takes it even further by giving it an empirical content through an in-depth case study of one South African workplace as an illustrative example. This empirically-based approach, coupled with extensive and critical review of the relevant literature, helped to take the debate on ubuntu/botho culture beyond rhetoric which characterises the current dominant thinking within the debate. I argue, on the basis of my overall findings that while evidence gathered supports the case for the need to explore with the ubuntu/botho culture in the economic and business sphere, and in particular at the workplace level, some serious obstacles would and do stand in the way of realising the potentially transformative and developmental role of the culture's values.Item Developing a poverty index for African economies using the consensual approach : the case of Mashonaland West, Zimbabwe.(2008) Mtapuri, Oliver.; May, Julian Douglas.This thesis is articles-based submitted in fulfillment of the requirements of the degree of Doctor of Philosophy. It consists of articles that were submitted and published, and others that were submitted and awaiting comments. This thesis makes a contribution to the ongoing debate on the most appropriate method of measuring poverty for interventionist purposes in rural areas. It is infonned by the Zimbabwe experience that income-based measures may not always adequately target those most in need of social support. A new approach is posited that focuses on the nonincome component of poverty. The aim is to assist 'technocrats' to better target the poor in need of a social safety net in crisis situations. The search is for a 'credible' measure that will be acceptable to various interest groups including the poor. Thus the proposed measure derived by means of a consensual approach meets this objective. The literature review describes and discusses the weaknesses of conventional poverty measures, divided into two broad categories of those pre- and post-dating Sen's introduction of the capability concept. The thesis then uses these to explore the conventional approaches (the dominant income measures) and flag their operational deficiencies, and then postulates an asset threshold model, the minimally adequate asset level (MAAL), based on the consensual approach. It also postulates the Poverty Diagnostic Model (PDM) which helps to describe and analyse factors that impact poverty at the individual level and helps in unpacking the linkages between the detenninants of poverty given its multi-dimensionality and how these are conditioned by both internal and external factors. Additionally to the contributions, this thesis posits drawing asset-poverty lines as well as combined asset and income poverty lines as a new contribution to yield asset-based Foster-Greer- Thorbecke (FGT) index, asset-income FGT index, networth FGT index and asset-gini coefficient. It also provides new tools with differentiating capacity to identify those who are either asset poor or income poor or both; as well as those who are 'networth poor', understood as asset-income threshold less debt. It advocates scaling of assets to enable capturing of the asset-holding of the poorest of the poor to fonn intensity scales on which an asset threshold is based. A further contribution of this thesis is the introduction of the notion of enclavity within a family around husband/wife relationships as a new fonn of resilience/collectivity due to deepening poverty. There is evidence to suggest that ethics and networks breakdown as a result of poverty. The final contribution of this thesis is the definition of a poverty line on the basis of an asset threshold using the consensual approach as postulated by Mack and Lansley (1985): thus this thesis posits an asset-by-asset point index.Item Feminisms, HIV and AIDS : addressing power to reduce women's vulnerability.(2008) Tallis, Vicci.; Maharaj, Pranitha.Item Building partnerships for HIV and AIDS management in a deep rural community in South Africa.(2008) Nair, Yugi.; Preston-Whyte, Eleanor.The importance of partnerships between marginalised communities and support agencies (from the public sector, private sector and civil society) is a pillar of HIV & AIDS management policy. Such alliances are notoriously difficult to promote and sustain. The thesis presents the findings from a longitudinal, qualitative case study of a project seeking to build partnerships to facilitate local responses to HIV & AIDS in a remote rural community in South Africa. The partnership aimed to empower community stakeholders to lead HIV-prevention and AIDS-care efforts through the support of local government departments, NGOs and the private-sector, and make public services more responsive to local needs. I highlight the value of building longterm relationships with, and ownership of the project by community stakeholders, i/ by involving community stakeholders in partnership building and facilitation from the very beginning of the process, and; ii/ through a compliance with, and respect for community protocols and norms in the process of entry, community engagement, and partnership facilitation. I illustrate how features of the local public sector environment have actively worked against effective community empowerment and partnership. These include a rigid hierarchy, poor communication between senior and junior health professionals, lack of accountability, limited social development skills, and the demoralisation and/or exhaustion of public servants dealing with multiple social problems in under-resourced settings. I outline the obstacles that have prevented private-sector involvement, suggesting a degree of scepticism about the potential for private-sector contributions to development in remote areas. The most effective partners have been the NGOs — run by committed individuals with a keen understanding of social-development principles, flexible working styles and a willingness to work hard for small gains. Despite the challenges, the partnership has achieved many positive outcomes, including the formalization of the partnership and its institutionalization within a permanent government structure. I outline these achievements and discuss the essential role played by an external change agent in facilitating the process of partnership building. I conclude with eight key lessons learnt and recommendations which emerged out of the research. Firstly, partnerships are embedded in and influenced by the contexts within which they are located; secondly, stakeholder organizations must create an enabling environment to encourage and sustain partnership participation; thirdly, capacity building and empowerment of partners is crucial for ensuring ownership and sustainability of the partnership; fourthly, partnerships within resource (human and physical) poor contexts like Entabeni, where skills and resources are scarce, require the services of a dedicated, skilled facilitator or external change agent; fifth, partnership building needs to be guided by regular monitoring and evaluation and a systematic documentation of the process; sixth, relationships based on trust are a central pillar of partnerships; seventh, partnerships are as much about individuals as they are about communities and organizations, and; finally, partnerships can and do work, in-spite of the many challenges that may be encountered. of partnerships between marginalised communities and supportItem The persistence of poverty in post-apartheid South Africa : assets, livelihoods and differentiation in KwaZulu-Natal, 1993-2004.(2008) May, Julian Douglas.The situation in South Africa presents unique challenges to achieving sustained poverty reduction. Although it is an upper-middle-income country with a per capita income similar to that of Botswana, Brazil or Malaysia, a significant proportion of South African households have remained poor despite a plethora of government policies that target the less resourced. While estimates vary, over 22.9 million South Africans are categorised as being poor, with almost 2.5 million people suffering from malnutrition. Most analysts now agree that while poverty increased during the 1990s, some progress has been made in reducing both the incidence and depth of poverty after 2000. This thesis argues that the economic and social dynamics set in motion by apartheid that produced this situation, may also have generated a low-level equilibrium trap from which some the poor in South Africa will find it difficult to escape. The thesis suggests that the explanation for this 'poverty trap' lies in what Sen has termed the exchange entitlement mapping that poor households face when attempting to use their assets/endowments. In other words, the processes that underpin the accumulation of assets, the opportunities to use these assets, and the returns obtained are structurally prejudiced against the poor. The implication is that the current experience of poverty leads to its reproduction and to a structurally persistent poverty. The central research question of this thesis is then: "Did the extent, distribution and experience of poverty of the apartheid era persist in the immediate post-apartheid South Africa despite the efforts of government to foster pro-poor reforms?" The central policy concern is that if asset accumulation failure underpins persistent poverty, policies for those who are structurally poor should be differentiated from that which is directed at those who are transitorily poor. As an example, the policies of the South African government concerning the redistribution of agrarian assets (principally land and finance) may not be sufficient to assist the poor in rural areas, and may only increase intra-rural inequality. The thesis draws on two principal data sources: the South African Participatory Poverty Assessment completed in 1997, and the KwaZulu-Natal Income Dynamics Study (KIDS) which contains panel data collected from the same households in 1993, 1998 and 2004. Using these data, the thesis identifies a typology of structural poverty classes. At the bottom of this typology are those trapped in poverty with an asset base that is inadequate to meet their immediate needs as well as their ability to accumulate further assets over time. Other are stochastically poor or non-poor, moving in and out of poverty according to their good or bad fortune. Finally some have never been poor and have the asset base to ensure that they remain in this position or indeed improve over time. The livelihood strategies of households are used to differentiate households according to their participation in labour markets, farm and non-farm own production and access to social grants. The livelihood clusters that result are then matched to the poverty classes in order show differentiation among the households surveyed in KIDS. This allows for more nuanced policy recommendations that can be tailored to the needs of households experiencing different forms of poverty. This thesis is 87 000 words in length excluding appendices.Item Decentralisation and municipalities in South Africa : an analysis of the mandate to deliver basic services.(2009) Stanton, Anne Sylvie.; Lawrence, Ralph Bruce.This thesis investigates the challenges facing local government in South Africa by developing a means of exploring to what extent the problems of providing basic services currently experienced by municipalities are influenced by the political, administrative and financial configuration of the decentralized system of governance. It is argued here that the design of the intergovernmental governance system does not promote the constitutional objectives of decentralisation. The current system of governance does not empower local government to become more distinctive and autonomous. The problem in many cases is not what to decentralize or whether a basic service should be provided by national, provincial or local government, but rather how to align shared rule or concurrency of the particular service with the various levels of government. One of the key questions posed in this thesis is to what extent the system of decentralized governance in South Africa enables or hinders municipalities. abilities to provide basic services in an autonomous and sustainable manner. It focuses particularly on their authority to make and implement autonomous political, administrative and financial decisions pertaining to the provision of basic services. While this study cannot conclusively report on the impact of decentralisation on basic service delivery in South Africa, it does identify some of the systemic and structural aspects that impact on the manner or way in which local municipalities provide basic services. It raises concerns that the basic service delivery obligations of local municipalities are strenuous and financially challenging, and will continue to be as long as local municipalities rely on or are controlled by other spheres of government in meeting their constitutional mandate, especially with regard to the intergovernmental transfers of fiscal resources.Item The transfer of technology to the rural poor : the case of Qamata irrigation scheme in the Eastern Cape province of South Africa.(2009) Kodua-Agyekum, Collins.; Lawrence, Ralph Bruce.Poverty, unemployment, inequality and food insecurity are common facts of life in rural communities in the former homelands of the Eastern Cape Province of South Africa despite decades of massive infusion of irrigation technology and resources into the rural economies. These problems are mostly the corollary of public policies enacted and executed over the years under colonial and apartheid regimes. Even the establishment of developmental local government and the introduction of various forms of integrated and sustainable rural development policies and programmes under the current democratic political dispensation, which began in 1994, have not brought much relief to the rural areas. Development policies and programmes have not been successful at increasing the coping strategies of the majority of the rural poor as they continue to remain outside the mainstream of development action. The persistence of socio-economic problems elicits questions regarding the appropriateness of development policies with respect to the transfer of irrigation technology to the rural poor. This study critically investigates the social and economic effects of Qamata Irrigation Scheme (QIS) on the living conditions and coping strategies of the farmers at Qamata. The outcome of the investigation is used as the context to analyse the effectiveness and appropriateness of the irrigation development and management policies in the transfer of irrigation technology to the farmers. The choice of QIS was occasioned by its position as the first state financed large-scale irrigation scheme in the late 1960s in the former Transkei which was the poorest and most populous Bantustan; Qamata was one of the poorest rural communities in the territory. Besides, QIS is one of the largest irrigation schemes in the Eastern Cape which has attracted a considerable amount of resources and public attention. It was therefore thought that the study of QIS could generate the relevant data required to evaluate the appropriateness of irrigation schemes in rural development in the province. The roles and expectations of development functionaries with reference to development policies, programmes, practices and achievements, and the living conditions, needs, aspirations and perceptions of beneficiaries were critically examined. Because rural development is a multi-faceted concept, the approach of the study was eclectic. The data which ensued was analyzed both qualitatively and quantitatively with chi-square test and independent samples t-test to arrive at forthright and compelling conclusions. The study revealed that rural development at Qamata is fraught with political, institutional and organizational problems. As a result, the Qamata Irrigation Scheme could not bring about the expected socio-economic development in the surrounding rural communities. Suggestions are offered on the basis of the research findings for meaningful rural development. The participation of local communities, especially women who bear the brunt of rural poverty and food crop production, in development policy formulation and the participation of the youth in irrigation farming are seen as essential prerequisites for goal oriented rural and agricultural development intervention programmes.Item Measuring and valuing unpaid care work : assessing the gendered implications of South Africa's home-based care policy.(2010) Hunter, Nina.; Lund, Frances Jane.The objective of this research is to reveal the implications of the choice of home- and community-based care as opposed to other policy choices and, using a gendered lens, to find a plausible way of assessing the social and economic effects of this care policy for households, families, and centrally for women. Women’s paid and unpaid work, the continuum of paid and unpaid health/care work, care work, the care economy and community care are reviewed, as well as household structure, unemployment and the provision of health and welfare services in South Africa. The costs of unpaid care provision, methods for and issues to do with measuring time-use, and approaches to valuing unpaid care work are also considered. Time-use and financial cost information obtained as part of the 2004 KwaZulu-Natal Income Dynamics Study qualitative study from 19 family caregivers of 17 terminally ill people in 16 households, is the central source of data. The qualitative study employed a modified extended case study method. The psychological, emotional, social and physical costs of unpaid care work are not counted. Instead, caregivers’ labour time spent in unpaid care work is counted and valued using four methods (average earnings, opportunity cost, generalist, specialist), and financial costs to households of unpaid care provision are also counted. In this way unpaid care work is assigned various costs, a necessary step if this work is to be included in policy making processes. The findings are not representative but make possible some speculation about home-based care in KwaZulu-Natal. Findings on financial costs suggest that the welfare grant to the poorest elderly is subsidising the health services. On average 10 hours are spent by household caregivers in unpaid care work per ill person per day, and women are accounting for the bulk of this time. Moreover, in terms of valuing, most appropriate to the poor in KwaZulu-Natal is the generalist method using the proportionate approach and median earnings rates. If family caregivers were paid for the time spent in unpaid care work and households were reimbursed for their financial costs, for 2004/5 using the low estimate it would cost approximately R585 per month per ill person for unpaid care provision that takes place seven days a week and 10 hours per day (R7,619 per month using the high estimate). When multiplied by the number of AIDS-sick people in KwaZulu-Natal, this spending on costed unpaid care provision exceeds the monthly health and welfare spending on home-based care in KwaZulu-Natal for 2004/5 of approximately R2 million by R104,025,512 million if the low estimate is used. These costs are compared to the costs of a selection of similar public and private interventions in South Africa. Without fail the costs of unpaid care provision do not exceed 26 percent of the costs of alternatives. The findings show that the home- and community-based care guidelines have inequality-creating effects: wealthier families may be able to buy in care if necessary, while poorer families have to provide this care themselves. Moreover, government is saving substantially on the health budget by limiting the provision of public inpatient care. Because of the high costs of operation of both high- and low-cost inpatient centres, as well as home-based care as delivered by NGOs/FBOs/CBOs, the potential for these interventions to deliver to all of those in need of such care, when compared with unpaid care provision, is not great from the perspective of a government seeking to cut costs. The findings show that home-based care is cost-effective for government but not for family caregivers who carry the bulk of care costs. Policy options such as payment for caregiving, the basic income grant and expansion of the expanded public works programme are presented. Since family caregivers are meeting a minimum standard of productive participation, it is argued that a citizen based model of social protection be adopted. Finally, what worked and did not work with regard to the study is used to inform recommendations for improved future research on unpaid care work in South Africa.Item Male sexual behaviour and protective practices in the context of a generalized HIV/AIDS epidemic : a case study of an urban and rural area in Mozambique.(2010) Macia, Manuel Jose.; Maharaj, Pranitha.This study investigates male sexual behaviour and protective practices in the context of a generalized HIV/AIDS epidemic in Mozambique. It focus on how gender norms, particularly notions of masculinity influence sexual behaviour and the ability of men (and women) to protect themselves against HIV infection. A combination of qualitative and quantitative methods is used in this study. The qualitative data comes from 16 focus group discussions and 20 in-depth interviews and the quantitative data comes from a survey conducted with 209 men and 217 women. This methodological approach has proven useful in exploring complex and sensitive matters such as sexual behaviour. In this study, where it was possible, the findings from the survey were supported by quotes from focus groups discussions and in-depth interviews. The findings of this study reveal that traditional gender norms, particularly rigid notions of masculinity are still prevalent in the study settings. The existing notions of manhood are mostly associated with traditional views of men as providers and main breadwinners. In contrast, women are seen as the family caregivers. Practices which bring social prestige both in the community and in the society at large are highly valued for men. Meanwhile, traditional notions of masculinity face enormous challenges in the existing socio-economic context which is characterized by a lack of employment and widespread poverty. This has negative consequences for male self-esteem including their sense of manhood. The study shows that some men believe that having multiple sexual partners is part of male identity and is supported by culture. Similarly, some women also believe that a man cannot be satisfied with one partner or stay long without having sex. These beliefs have important implications in a country with a high prevalence of HIV/AIDS. The study found that traditional notions of manhood prevent men from accessing correct health information thereby perpetuating the cycle of harmful practices for themselves and their females partners. The findings of this study suggest that despite a universal awareness of HIV infection and protective strategies, multiple sexual partnerships and unprotected sex among heterosexual men and women are the driving force sustaining the HIV/AIDS pandemic in the study settings. This is worsened by the widespread negative meanings attached to condoms. The study shows that the level of condom use (31 percent among men and 20 percent among women) is encouraging but not sufficient to curb the level of HIV infections. Consistent condom use remains a major challenge as much fewer men and women report using condoms in all their sexual encounters.Item Population dynamics and sustainable forest conservation : a case study of the West Matogoro Catchment Area in Songea, Tanzania.(2010) Haule, Michael John Malidadi.; Maharaj, Bridgemohan.; Madulu, Faustin Ndalahwa.For decades linkages between population, development and environment have been related to population growth which refers to the increase of population size without consideration of its internal dynamics, i.e. sex composition and age structure. It was the prime aim of the thesis to establish whether changes in population structure and age structure have any impact on the environmental changes, catchment forest in particular and the extended effects on catchment value and micro climatic change. Basing on the available quantitative data from the household survey and the qualitative data based on PRA discussions, it became apparent that both sex composition and age structure significantly influenced household members' involvement in activities related to both deforestation and those linked to conservation. A remarkable variation was noted in terms of involvement of males and females in specific activities that led to deforestation such as expansion of farms and firewood collecting. Males dealt with cutting of trees for firewood while females collected firewood from those trees cut by males. Male dominance was also clearly observed in conservation-related activities, particularly in tree planting. Sex and/or gender issues were noted to play a vital role in livelihood activities because sex differences and inequalities constitute social systems with consequences on environment changes. Individual's age also influenced one's involvement in livelihood activities. This based on biological capability for performing certain tasks and the socially assignment of duties and responsibilities, i.e. age-based division of labour and specialization which is part of culture. It is therefore imperative for demographic knowledge to be taken into account in the analysis of environmental changes. Gender based division of labour and specialization was the basis for differential involvement of household members in livelihood/development activities. It is argued that unless the key actors in deforestation and conservation are identified basing in the demographic characteristics no sustainable conservation may be attained. Even in the event of urging for participatory or joint forest management, like vast literature points out, a need to focus and target the key actors, by their demographic characteristics, becomes an indispensable and important aspect for attaining sustainable conservation. Poverty conditions that prevail in most developing countries, that limit availability of funds for broadbased extension service, would ensure its effective utilization of little financial resources available through adoption of a more focussed or targeted conservation strategy. Such scientifically planned extension interventions accrue from and are directed towards the identified environmentally significant population segments rather than the entire population. This is the essence of effectiveness and sustainability of conservation efforts based on demographic analysis of the in situ population.
