Abstract
The provision of basic public services and infrastructure is considered to be the principal task of government, but a lack of resources and the inability of public institution to meet public policy objectives have made it difficult for government to deliver services and infrastructure to the citizens. In order to solve this problem the New Public Management (NPM) paradigm suggests that the private sector should play a larger role in the provision of public services. One of the strategies suggested by the NPM is Public Private Partnership (PPP). This study identifies and critically analyses the state of PPPs in South African, and the policy and governance issues that have emerged during the implementation of PPPs in the health sector since the end of apartheid. It focuses on PPPs in the public healthcare sector with particular reference to the utilisation of PPPs in the provision of public hospitals in South Africa in three hospitals: Inkosi Albert Luthuli Central Hospital (IALCH), Universitas and Pelonomi Hospitals Co-location and Humansdorp District Hospital.
