Understanding real estate development for Real Estate Investment Trust (REIT) Policy in South Africa: A case study of the eThekwini Metropolitan area and the KwaDukuza municipal area.

This study explores the policy implications of Real estate Investment Trusts on urban restructuring and attempts to uncover if monitoring and evaluating mechanisms are needed. This issue is relevant to South Africa for competing globally and domestically for real estate investment. Furthermore it is relevant to South Africa given the potential impact of unregulated property development and the implications for the poor. The study also investigates the implications of REIT investing over all types of property types and implications for spatial policy proposals
A Comparative Study of Social Housing Developments: Greenfield Developments and Converted/Refurbished Buildings.

Social Housing is a new form of housing delivery in South Africa that has fast gained recognition in the housing sector in the last ten years, because it has proven to be a viable option in solving the housing shortage. It is an affordable option because the government provides funding through subsidies and profit is not earned from the rents paid. Social housing can be in the form of houses, block of flats or townhouses located in Greenfield developments, infill areas or in inner city blocks that are purchased or renovated. The buildings are managed by social housing institutions through public and private funding. This dissertation evaluated and compared two types of social housing schemes, namely, Greenfield developments and refurbished/converted buildings in terms of their affordability, management and the quality of the built environment. The evaluation was done by analyzing their similarities and differences, to reveal which typology delivers a better quality living environment. It also investigated the type of social housing development most suitable for the South African environment and meets the objectives and principles of social housing. The study analysed four existing social housing developments, three in Durban and one in Pietermaritzburg, two were refurbished buildings, and the other two, Greenfield developments. Information was collected by conducting household surveys, interviews and discussions with the residents and management of the housing schemes. The case studies revealed interesting contrasts as well as some important similarities among the social housing schemes. The main findings showed both typologies were functional in providing affordable housing though Greenfield developments proved to be a better alternative in terms of effective management, tenant participation and better built environments. The study proposes recommendations to improve social housing delivery in South Africa such as making social housing affordable, strategies for affordable security and safety systems; energy efficient designs and considerations for persons with special needs.
Traditional southern African dress and architecture : towards the design of the Durban Institute of Fashion.

Traditional African dress is a wide subject area. This study focuses on the influences of art forms such as fashion design on contemporary architectural design. There is past historic influence that can be identified in creating an identity for contemporary clothing and architectural design. Studying South African traditional clothing and architecture will inform the design for the Durban Institute of Fashion. The historic focus on dress has been limited to that of traditional South African origins and evolutions. This study will seek to identify the traditional aesthetics that were used in the history of dress and architecture whose details will be studied to explore the identity that the aesthetics present. The South African cultures studied include the Zulu, Tswana, Ndebele, Swazi, South Sotho, Xhosa and Cape Dutch. African traditional architecture is the main focus of this project. This study will seek to determine the relevance of African methods for a new architectural approach in South African architecture. The study of traditional building decorations will show how the aesthetics are transferred to architecture to express identity. To support this, a study of building technology and culture has been included. A review of contemporary architecture in South Africa studies and observes how the inclusion of tradition African architecture and decoration can address current issues. The link between studying clothing fashion and this architectural project will be achieved by addressing traditional dress, contemporary fashion designs and African identity. This will include an understanding of traditional African influences on dress from historic times to the present day. The cross-cultural influence focuses only on the western immigrants’ influence. The aim of this document is to obtain from the above an informed approach to the design expressing African identity for the Durban Institute of Fashion.
Adverse conditions in the Merebank area and possible urban design interventions.

While, many communities around South Africa have been affected by apartheid planning, some were left worse off than others. Apartheid planning followed a distinct socio-political and economic programme, as well as a particular development approach. Such an approach placed little emphasis on man and the environment (Iyer, 1995). One of the primary principles of the apartheid policy was to racially segregate population groups. In most cases, it created built environments or living spaces that were unsupportive of resident communities. Iyer (1995) suggests that the South African city is not only a result of apartheid policy, but also a product of a modernist development mentality, and reflects the importation of associated planning models and ideals. Modernist planning is premised on technocratic and utilitarian ideals. According to Iyer (1995: 19), such models, which are “based on efficiency, the motor vehicle, engineering and maintenance standards, spatial segregation of land uses, rigid zoning, and so on, have produced environments that lack human quality, expression and identity” (Iyer 1995: 19). The built environment is expected to “provide its users with an essentially democratic setting, enriching their opportunities by maximising the degree of choice available to them” (Bentley & Alcock, 1985: 9). In other words, the built environment needs to be a living space that is responsive to the community it serves. A responsive environment is an environment that allows people to enrich their lives. It creates positive and livable living spaces. Urban design is an approach to design that seeks to establish responsive environments. Urban design interventions may be used to improve the many adverse conditions created by apartheid policy and the modernist way of thinking. The study area in this research, Merebank, is situated approximately 15 kilometres south of the city of Durban and is one of the oldest Indian residential areas in KwaZulu-Natal.See Map 1. Merebank is one of the suburbs particularly affected by the laws of apartheid and modernist planning. It is a highly controversial area having many urban design faults. The aim of this dissertation is to analyse the study area, examining the planning and design problems that negatively affect the area, and to explore possible design interventions that can be used to counteract or improve these conditions.
Determinants of contraceptive use and sexual activity amongst school-going adolescents in Lesotho.

This study investigated factors that have an influence on sexual activity and subsequent contraceptive use among school-going adolescent girls in Lesotho, focusing on the districts of Berea, Maseru and Mohale’s Hoek. The factors under investigation from a reproductive health survey included demographic variables (age, district, rural urban residence, class and religion), behavioural variables (drinking alcohol, boyfriend status), and attitude and knowledge variables (including attitude toward sex before marriage, contraceptive use before marriage, and communication with a boyfriend about sex). The methodology comprised a secondary analysis of the 1999 Adolescent Reproductive Health Survey of Lesotho. Bivariate analysis and binary logistic regression were used to establish if significant relationships existed between sexual activity and contraceptive use and the independent factors. A limitation of the study is that the survey instrument contained a limited set of indicators. Thus a number of theories of sexual decisionmaking were excluded from the conceptual framework. Prevalence of sexual activity was lower than expected. This research confirmed that the likelihood of adolescents being sexually active increases with age. A somewhat surprising result was that Catholic adolescents were more likely to become sexually active than adolescents of other religions. Adolescents who live in rural areas, as well as those with a boyfriend were also found to be more likely to become sexually active. Contraceptive use was higher for this Lesotho sample than has been reported for research from other African countries. Nevertheless, the proportion of adolescents not using contraceptives is argued to be a matter of concern. Adolescents in the lowest school class were least likely to use contraceptives, which suggests a lack of control over decisionmaking in this group. Contraceptive use was found to be lower among adolescents who were coerced into their first sexual experience. Adolescents from Mohale’s Hoek, designated the least developed area for this research, were the least likely to use contraceptives. Those adolescents who reported having a boyfriend were more likely to use contraceptives, suggesting a regular partner allows the adolescent some control over decision-making. A positive view of use of contraceptives before marriage was associated with higher likelihood of use. Somewhat surprisingly, use of alcohol was associated with higher likelihood of contraceptive use. The findings suggest adolescent girls can be grouped into different risk categories. Some practice abstinence and some who are sexually active appear to have control over sexual decision-making, specifically in being able to negotiate use of contraceptives. However, there is a group which is sexually active but does not use contraception. This group has a higher rate of coercion as the reasons for sexual activity. The analysis suggests a multi-dimensional set of factors explain sexual activity and associated contraceptive use (or non-use) and that beliefs and attitudes do not always predict an expected behaviour. Interventions should target the most at-risk group and must take into account that belief and attitude does not necessarily predict behaviour.A
Parent-adolescent communication on sexual related issues in the HIV/AIDS.

HIV prevalence remains a critical health concern particularly amongst the youth of South Africa. The demographic health survey suggests that open communication about sex is essential to delaying the onset of sexual activity, reducing teenage pregnancy and the spread of HIV/AIDS. Previous research has also indicated that parent-adolescent communication has positive influences on sexual behaviours. Further to that studies show that communication is the most effective way of helping teenagers understand their surroundings and make better decisions about sexually related issues. This study investigates the level of parent-adolescent communication about sexual related issues and identifies the main sources of sexuality information for adolescents. The study adopted a qualitative research approach using in-depth interviews with ten adolescents and their parents. This study reveals that both adolescents and parents view communication as important in the era of HIV/AIDS. More mothers than fathers communicate with adolescents about sexual related topics. Mothers viewed sexual communication as one of the ways they were fulfilling parental responsibility. Adolescents viewed growing up in an era of HIV/AIDS as a challenge due to the pressures they received from their peers. As a result adolescents trusted the information obtained from parents and teachers compared to the information from peers. The conclusion drawn from this study is that communication helps to create a bond between the parent and the adolescent. Adolescents felt important and cared for when parents were taking their time to talk to them about sexual related issues. Parent-adolescent communication was important in decreasing early sexual behaviour and preventing HIV/AIDS.
Examining the effect of changing marriage patterns on fertility among African South African women.

Recent studies on marriage patterns in South Africa have revealed a clear trend towards decreasing proportions of married women and an increase in age at first marriage (Udjo, 2001; Budlender et al., 2004). Despite marriage being one of the most important proximate determinants of fertility, the role of these nuptiality changes on the country’s decreasing fertility levels has not been adequately explored. Using data from the 1998 South African Demographic Survey, this paper fills this research gap by examining the marriage and fertility trends among African women in South Africa. The decision to focus on African women hinged on two basic factors; (1) available evidence shows that changes in marriage patterns are most notable in this racial group, and (2) African women have the highest fertility level relative to other racial groups. The results show that marriage patterns have been changing over time. The proportions married are low and late among African and rural women. There is an increase in the proportion of women who are cohabiting and never-married. Fertility levels are different for marital status, with the married and widowed women having the highest mean number of children ever born and the least number of children ever born is among the never-married women. Furthermore, the mean number of children ever born is among the highest in the older ages for all women. Kaplan-Meier estimates indicate that half of the divorced and widowed women have their first birth as early as age 18 years, compared to age 20 for the never-married and the cohabiting women, and age 22 for the married women. The mean age at first birth for African women is 19.7 years compared to 21.2 years for non-African women. Overall, socio-economic and demographic factors such as educational attainment, place of residence, marital status, race, and age have a significant effect on the age of a woman at first birth.
A study on the role of old age institutions in the care of elderly people in the context of hyperinflation : the case of Mucheke, Masvingo, Zimbabwe.

Globally, old age has been identified as one of the key causes of poverty. Governments all over the world have taken the initiative to introduce policies aimed at protecting the elderly from poverty. However in most developing countries, the plight of the elderly often falls on the informal systems of care such as the extended family. This often leaves the elderly more vulnerable to poverty as the informal systems of care are becoming increasingly unreliable. This study explored the impact which an economic crisis characterized by hyperinflation and high unemployment had on the lives of elderly persons in a suburb called Mucheke in Masvingo, Zimbabwe, focusing mainly on their social networks. Most of the literature on Zimbabwe emphasizes that often people who are institutionalized in old age homes in Zimbabwe were those people who had weaker social networks, particularly due to the fact that they were of foreign origin. These individuals did not have an extended family they could rely on in Zimbabwe, whilst at the same time their links with their families had been broken due to a prolonged stay in a foreign country. Black locals rarely sought to be institutionalized in old age homes. However with the economic crisis, many facets of the elderly people’s lives were altered. These alterations included the depletion of the extended family’s capacity to continue its role of providing care to the elderly as resources were limited. The government on its own had been paralyzed by the economic crisis and no longer provided care for the destitute and desperate elderly people as had been the norm. The elderly established different coping strategies to see them through the crisis. The civil society also began to play a more central role in assisting the needy as the crisis worsened.
The quest for good governance through public sector reform and performance measurement.

The study examines the rationale and application of good governance principles in the public sector. For the purpose of this study, the public sector refers to a country’s administrative system or bureaucracy. This paper focuses on public sector reform in developing countries. The initial assumption is that public sector reform brings about efficient government. However, the study argues that only good governance brings about effective government. The argument presented in this study is that public sector reform is indeed conducive to providing efficient and effective service delivery to the citizen. However, it is also argued that it is important to find ways of assessing whether or not this is happening. In this respect, systems of monitoring and evaluation such as performance measurement become necessary tools of assessing how it contributes to good governance.
Local economic development as a poverty alleviation tool : a case study on the urban renewal program in KwaMashu, Durban.

The study sought to establish the impact of LED strategies employed by the Inanda Ntuzuma KwaMashu Area Based Management program(INK ABM) in alleviating poverty in KwaMashu.The objectives of the study were: to identify aspects of poverty that has been reduced in KwaMashu; assess the extent poverty alleviation is influenced by demographic characteristics namely age sex and income in KwaMashu; to compare levels of poverty before and after the INK ABM in KwaMashu; to identify the positive and negative impacts of the LED strategies within the INK ABM in KwaMashu; to establish the effectiveness of the structures put in place in the INK ABM project in KwaMashu in achieving the ultimate goal of poverty alleviation, and to use the results to recommend further initiatives. The methodology used in the study to asses‘ impact was Poverty Social and Impact Assessment. The study revealed that LED strategies have had a significant impact in improving infrastructure and service delivery at KwaMashu town center and KwaMashu in general. LED strategies have had marginal impact in improving the income, assets indicators, human capabilities, market share and employment creation of SME‘s and residents in KwaMashu. Moreover the study revealed that there is a strong positive correlation between education levels and success of entrepreneurs. Entrepreneurs who have better skills can leverage themselves to LED strategies than those with poor skills. LED has had a marginal impact on poverty alleviation due a myriad of factors which reinforce and interact with each other thereby trapping entrepreneurs and residents in poverty. A major finding is that LED strategies in KwaMashu do not target all the segments of the poor in a meaningful way. As such the study suggests a new LED agenda in KwaMashu which is: holistic, targets all the segments of the poor, fosters skills development and consists of various investment packages which would ensure that poverty in its multidimensionality is alleviated. The study contributes to knowledge by developing a model LED cycle and the concept of clinical LED which can assist in translating policy into meaningful practice so that LED has a high impact on alleviating poverty.
Design of a new Department of Television, Performance and Staging for Durban University of Technology.

The power of education with its range of different fields has had a dramatic impact on our world, and more and younger students graduate every year. This growth and flooding have forced institutes to expand exponentially. And with the idea of internationally recognised degrees, many institutions have changed their curriculums, and some have even changed the institution titles e.g. Durban University of technology that was once called the Durban institute of technology and also the University of Natal that is now called University of KwaZulu Natal. This change has also forced these academic institutes to expand not only in terms of number of students, but also physically, with new buildings being built and also some even change the degree titles. The aim for the new Department of Television, Performance and Staging for Durban University of Technology is to attempt to facilitate this growth and change. To facilitate these changes, the scheme is to be divided into two main aspects – to reunify the existing growth and suggest new better ways of facilitating the growth. Secondly – the new Department of Television, Performance and Staging will not only set out the new dimension in future growth but will also architecturally facilitate the existing growth and change. This dissertation will then focus on a specific department within the Faculty, which is the Department of Television, Performance and Staging which will house the existing and to be upgraded Video Technology and Drama Studies departments. The focus on this department is to explore the relationship between the university and the public engagement, to enhance and upgrade the quality of the existing department. The Department of Television, Performance and Staging tries to explore concepts in architecture – utilising Video Technology and Drama Studies as a exploratory tool for students and professionals to promote architecture to a larger audience. The audience wants to be entertained and as well as informed through architecture that explores and expresses notions of space and structure through the use of shape, form, light, balance, colour, movement and expression.
A qualitative study of the relationship between disability, access and service provisions on the quality of life of the disabled in the Greater Durban Metropolitan Area.

Disabled people live in a complex world encompassing the same interests and desires that motivate the balance of the earth's population. We have always known this, but as is often the case, society often plans without considering the needs of disabled people. Progress toward the acceptance of disabled persons as total human beings has not come about because equality is not a reality for disabled people. A point of departure for this research is therefore that disablement is a relation to the surrounding world, not a static phenomenon. It should perhaps be emphasized that this “relation” applies not only to the physical but also social environment. It is hoped that this study will demonstrate the inequalities that disabled people have to contend with, with reference to services such as housing, transportation, education, employment and recreational opportunities. The attitudes, value judgments and expectations of society and the disabled themselves contribute to the creation or breakdown of barriers to full participation and equality. It is recommended that a great deal more be done to achieve the equality that disabled individuals so rightly deserve especially in regard to the promotion of self-dependent life leading to enhanced quality of living.
AIDS and architecture : the study of an interaction : architectural responses to the development of the HIV/AIDS epidemic in KwaZulu-Natal.

AIDS has established itself over more than three decades as a major international pandemic3. While initial cases of the disease were documented in 1981 in the USA and Europe, cases in Africa became known at around the same time. It is however probable that the disease existed in Africa long before this time (Pratt, 1986:17). Due to the prominence of the AIDS epidemic and its related opportunistic diseases in South Africa and most acutely in KwaZulu-Natal (Smith, 2002 and South African Department of Health Report 2006) , the associated impact of the need for care of those living with and those affected by the virus has been brought to the fore. The accommodation of these persons occurs in a variety of building forms and types, and may vary depending on the stage within the individual’s health cycle related to the impact of the virus. With the advent of medication, termed anti-retroviral therapy, designed to retard the development of the virus, life expectancy has been extended, but with no confirmed cure and viral resistances, death is inevitable. While those living with the virus may continue to live productive lives for some time, the infirm largely seek care within medical facilities. Should access to formal health services be difficult due to remoteness or a lack of transport, such people are often cared for within the homes of surviving family members – often by children - or by their community. With the largest impact on the population being found within the 20 – 29 age bracket in the late 1990's (Smith, 1999: HIV Positive Results, June 1998), shifting to the 25 – 34 age bracket from 2003 onwards (South African Department of Health Report 2006), tertiary education institutions, through their clinics, have increasingly dealt with the management of student and staff health. Other building types affected by the AIDS epidemic4 include prisons and mortuaries, while care for those remaining behind after the death of family members to AIDS is usually within children’s homes or street shelters. The impact of AIDS on the built environment professions will permeate its way to all involved. Through selected case studies one will observe the impact of the epidemic on existing facilities and examine current methods employed to accommodate the problem. Architects, through the modification of existing structures or through the design of new facilities, are assisting in the struggle. New methods of dealing with the care of patients are being considered as well as alternative and innovative design approaches. This includes the need for flexibility of building layouts and universal design. Most proposals in the researched context require cost effective and workable solutions. Hope for the future lies with the management of the virus through medication, enabling the extension of life expectancies. Architects need to adapt to the incumbent problem while medical researchers develop a workable vaccine to confine HIV/ AIDS to the history books with the likes of Bubonic Plague, Smallpox and Typhus. It is through good architectural design and detailing that Architects can assist in the AIDS fight. This can be achieved firstly through research – gaining an understanding of the AIDS Brief – then designing for the specific needs for the infected and affected. These needs will include comfort, accessibility, anthropometrics, ease of maintenance, affordability, ventilation and illumination conducive to good health, and sustainability. Architects therefore have a major role to play within this epidemic.
South African commemorative architecture : a critical assessment of selected contemporary struggle sites within a transforming post-apartheid socio-spatial landscape

The founding statement of this dissertation is that appropriate architectural commemoration in South Africa is an engagement of living memory, which is an amalgamation of memorial and community initiatives that enhances the everyday life of South African society. Since democracy, South African communities have been in constant and simultaneous dialogue with the past and present. A new approach to commemorative architecture has emerged from this, in which the notions of memory and community are hybrid responses to socio-political spatial transformation, and where architects play a significant role in the vision of public spaces, memory-making, and the assertion of a new South African identity. Evident by the recent proliferation of contemporary memorial projects in post-apartheid South Africa, architectural commemoration interweaves residues of the past as well as the constructs of daily life in spaces. Although the projects may vary in scale; the events and people they commemorate; their siting and commission, successful projects stimulate catharsis and nation-building by acknowledging and utilising the past for positive change and growth in the present, whilst creating hope and promise for the future. In order to prove the hypothesis, this dissertation compares South African and international commemorative interventions; questions what the appropriate approach to post-apartheid architectural commemoration in South Africa is; what the role of architects in South African commemoration is; and what the appropriate model for public South African commemorative projects may be. Thus, the major areas of research include philosophical and psychological memory; theoretical and architectural memory; the South African socio-political spatial context; and the study of contemporary post-apartheid commemorative architectural projects in South Africa. The research findings result in the establishment of recommendations for successful South African commemorative representations that encompass practical and symbolic forms of memory.

An assessment of waste management practices in South Africa: a case study of Mariannhill landfill site, eThekwini Municipality.

A number of environmental, social and economic problems are associated with waste disposal in landfill operations. The potential hazards associated with landfill operations are numerous and include fatal accidents, infrastructure damage, pollution of the local environment, harmful air emissions, to simple nuisance problems – such as dust, odour, vermin, and noise pollution. Further challenges include the availability of land and lack of municipal or other financing in the face of rising operation costs. Landfilling is, however, seen by many as an environmentally responsible and cost-effective solution to waste disposal. It is acknowledged however to lead to waste of resources by burying valuable materials that could have been reutilized. Careful engineering can resolve this shortcoming, yet the associated challenges and costs can become prohibitive. The regulatory environment also affects the prospects for adopting this approach to landfill site management in different contexts. The Mariannhill landfill site in eThekwini Municipality, South Africa, provides an opportunity to investigate both the range of challenges which these type of sites encounter, and the solutions which have been developed as a response. The central questions which this research seeks to answer are whether the practices adopted by the Mariannhill landfill site are replicable in other solid waste landfills around eThekwini and whether it can be viewed as an example of best practice in landfill site management more generally. The research finds that the main barrier to easy replication of systems followed at Mariannhill in other landfill sites is the difficulty in replicating the specific structures and character of management. Another key determining factor found is the prevailing attitudes to recycling and the environment in general in the society. Consumers choices are seen to be critical to the prospects for recycling of solid waste, including the size, degradability and recyclable potential of products purchased. In considering the potential for replication of the Mariannhill model as an example of best practice, it becomes clear that the technical aspects of operations at Mariannhill are the most easily replicable, yet other and equally important determinants of success are not easily replicable. These include the existing regulatory environment and prevailing societal attitudes towards recycling.
The application of new urbanism towards sustainable urban development : a case study of Umhlanga Ridge, Durban.

Currently, the global agenda of sustainability and sustainable development have become the yardstick to which human activities are measured. The concept of sustainability is known to contain directives, when implemented will ensure that resources are used in ways that can benefit current and future generations. The ways in which spatial planning and urban development occur have also become relevant in this respect. Within this premise, urban form has also become relevant to the urban sustainability. Umhlanga Ridge Town Centre is a private development modeled on the concept of New Urbanism. The concept of New Urbanism is known to contain elements which respond positively to current urban challenges such as urban sprawl, increased pollution from automobile dependency and socio-economic polarization. In essence, New Urbanism purports to contribute towards urban sustainability. The main objective of this research has been to ascertain the extent to which the current developments in Umhlanga Ridge satisfy the principles of New Urbanism and urban sustainability. This included the identification of appropriate indicators of a sustainable urban form. Emphasis was made on how the indicators of urban form had manifested in the development of Umhlanga Ridge Town Centre and the impacts they have had on identified urban challenges in the Ethekwini Municipality. The rationale was that sustainable urban development must be able to address local urban challenges and promote sustainable practices within the private and the public domain. The methodology for this research included the use of secondary and primary sources. Interviews were conducted with Tongaat Hulett Development in their capacity as a land owner and planners of the Umhlanga Ridge Town Centre. The Ethekwini Municipality was also interviewed with respect to what impacts this development had had on their overall long-term development strategy. Three renowned planners who had adequate knowledge of urban development trends in the Ethekwini Municipality were also interviewed. A questionnaire survey was undertaken with users of the Umhlanga Ridge Town Centre to gain their perceptions on urban form in relation to their needs. The research revealed that the application of New Urbanism in the development of Umhlanga Ridge Town Centre was partly an investment initiative for profit-maximisation as well as a response to sustainable practices in urban development. Being part of a major investment node in the Ethekwini region, it had contributed towards job creation and enhanced the economic base of the region. However, it was found to have partially fulfilled the principles of New Urbanism used in the assessment. It was concluded that the application of New Urbanism in urban development was not adequate to achieve urban sustainability but provided lessons which can be learnt such the use of high densities to enhance compaction and the creation of a living environment which supported non-motorised forms of transport. Private sector participation and buy-in into the long-term vision of regions had also become necessary to enhance the adoption of sustainable practices into the future.
Building partnerships for HIV and AIDS management in a deep rural community in South Africa.

The importance of partnerships between marginalised communities and support agencies (from the public sector, private sector and civil society) is a pillar of HIV & AIDS management policy. Such alliances are notoriously difficult to promote and sustain. The thesis presents the findings from a longitudinal, qualitative case study of a project seeking to build partnerships to facilitate local responses to HIV & AIDS in a remote rural community in South Africa. The partnership aimed to empower community stakeholders to lead HIV-prevention and AIDS-care efforts through the support of local government departments, NGOs and the private-sector, and make public services more responsive to local needs. I highlight the value of building longterm relationships with, and ownership of the project by community stakeholders, i/ by involving community stakeholders in partnership building and facilitation from the very beginning of the process, and; ii/ through a compliance with, and respect for community protocols and norms in the process of entry, community engagement, and partnership facilitation. I illustrate how features of the local public sector environment have actively worked against effective community empowerment and partnership. These include a rigid hierarchy, poor communication between senior and junior health professionals, lack of accountability, limited social development skills, and the demoralisation and/or exhaustion of public servants dealing with multiple social problems in under-resourced settings. I outline the obstacles that have prevented private-sector involvement, suggesting a degree of scepticism about the potential for private-sector contributions to development in remote areas. The most effective partners have been the NGOs — run by committed individuals with a keen understanding of social-development principles, flexible working styles and a willingness to work hard for small gains. Despite the challenges, the partnership has achieved many positive outcomes, including the formalization of the partnership and its institutionalization within a permanent government structure. I outline these achievements and discuss the essential role played by an external change agent in facilitating the process of partnership building. I conclude with eight key lessons learnt and recommendations which emerged out of the research. Firstly, partnerships are embedded in and influenced by the contexts within which they are located; secondly, stakeholder organizations must create an enabling environment to encourage and sustain partnership participation; thirdly, capacity building and empowerment of partners is crucial for ensuring ownership and sustainability of the partnership; fourthly, partnerships within resource (human and physical) poor contexts like Entabeni, where skills and resources are scarce, require the services of a dedicated, skilled facilitator or external change agent; fifth, partnership building needs to be guided by regular monitoring and evaluation and a systematic documentation of the process; sixth, relationships based on trust are a central pillar of partnerships; seventh, partnerships are as much about individuals as they are about communities and organizations, and; finally, partnerships can and do work, in-spite of the many challenges that may be encountered. of partnerships between marginalised communities and support

Rooftop gardens and the greening of cities : a case study of UKZN.

Owing to the concern about the serious factors influencing global warming and climatic change, the process of sustainable landscape construction as well as ecologically friendly developments needs to be addressed. In particular, the questions to ask is are we nearer to accepting sustainable growth advantages in South Africa , primarily the greater eThekwini Municipal Area? In this research paper an analysis of both a theoretical and practical approach to conventional understanding s relating to development practices and issues that encompass greening of cities and the notion of rooftop gardens will be assessed. In so doing it will investigate the discourse surrounding urban ecology and sustainable landscape developments and how both processes incorporate the topic of rooftop gardening, urban agriculture and people’s attitudes towards nature in the city, which regrettably from a South African perspective has very little comprehensive literature written about it. The research will give clarity and hopefully show that there is sufficient evidence to demonstrate that rooftop gardens form an intricate part of urban ecology. In addition to this that they can provide general environmental, associated aesthetic and health benefits for cities and their inhabitants. Hopefully in culmination this research study will promote a greater insight into rooftop gardens benefits for city management systems.
